Mental Health Day on the Hill 2019

Join the Minnesota Psychological Association in participating in Mental Health Day on the Hill scheduled for March 14, 2019. We have had great experiences with Mental Health Day, and participants have enjoyed getting involved in the legislative process. We especially have enjoyed including students in this process. The key to legislative success is the development of working relationships with our legislators. We need all psychologists to be engaged with their legislators to ensure that our profession is supported and so that the health care system is responsive to the needs of those we serve.

Mental Health Day will include meeting at 8:30 am at the Ewald Conference Center at 1000 Westgate Drive in St. Paul. We will review some general information about the legislative process, and specifics of legislation MPA is working on this year. This review of advocacy strategy and issues will be the part of the day eligible for CE credit, as it addresses important advocacy issues not often addressed in graduate training. We will then go to the Capitol for pre-scheduled meetings with attendees’ legislators. A rally will be held in the Capitol rotunda where a variety of mental health providers and consumers will gather to support mental health legislation. At the end of the day, we will touch base with participants to debrief about their experiences.

A main focus of MPA’s legislative work this year is to address reimbursement. We, once again, are bringing a bill to address the 23.7% increase of 2007 in Medical Assistance reimbursement which left out many psychologists. We hope this is the year we will finally get equity. All psychologists are critical to access for Medical Assistance and should be reimbursed accordingly. With other organizations, we are addressing network adequacy issues, making sure payers have enough providers in their networks so individuals can get access, and so providers can be in network with payers. We will support additional legislation aimed at enforcing parity with other groups such as the Mental Health Legislative Network, of which MPA is a member. We will discuss current efforts to license behavior analysts, and the implications for psychology. MPA has been involved in a bill to change the commitment act so that more early intervention strategies are used to keep individuals out of hospitals and jails.
